In January 2005 the Sudan People's Liberation Movement (SPLM) and the Government of Sudan signed a set of agreements known as the Comprehensive Peace Agreement (CPA).The agreement included a protocol for principles of government and governance, protocols on conflict resolution, an agreement on security arrangements, and protocols on power sharing and wealth sharing, including an agreement to a self-determination referendum in South Sudan scheduled for January 2011. The SPLM withdrew from the Government of National Unity in October 2007, and accused the central government of violating the terms of the CPA. The SPLM announced that it would rejoin the government following an agreement in December 2007. This agreement stated that the seat of government would rotate between Juba and Khartoum every three months.
