Much of the debate regarding the Iranian nuclear threat is driven by concern that Iran's mastery of civilian technology could provide it with the means to rapidly develop a nuclear capability in the near future should they wish to do so. For this reason, a February 2009 report to the Board of Governors of the International Atomic Energy Association (IAEA), reported that Iran continued to enrich uranium contrary to the decisions of the Security Council, is the greatest concern to the West. However, Iran has stated many times that the purpose of its nuclear program is the generation of power and that any other use would be a violation of the Nuclear Non-Proliferation Treaty, of which it is a signatory, as well as being against Islamic religious principles. Iran claims that nuclear power is necessary for a growing population and rapidly industrialising nation.
