The Soviet Cultural Offensive: The Role of Cultural Diplomacy in Soviet Foreign Policy

Published in the middle of the Cold War, Professor Barghoorn’s book serves as a stark warning to American and international audiences of the range, scope and magnitude of Soviet cultural diplomacy. Portraying the Soviet cultural effort as a means to strategically expand their influence in the world, he defines Soviet cultural diplomacy as ‘the manipulation of cultural materials and personnel for propaganda purposes,’ and calls it a ‘perversion’ of cultural exchange. Barghoorn’s focus is primarily in the years following Stalin’s death in 1953, when more confidence in the Soviet economy and a keener pursuit of ‘peaceful coexistence’ led Soviet cultural exchange to be opened up. He focuses on three geographic areas; the ‘poorly developed’ countries in Asia, Africa, and Latin America where Soviet cultural diplomacy appears to have achieved its greatest successes, Western Europe, which Barghoorn warns is ‘the principal target of Soviet cultural diplomacy’, and Soviet-American exchange. Barghoorn is confident that the US will resist this ‘cultural offensive’, but concludes by warning that the dangers could be reduced by a more comprehensive study of the Soviet system in American schools, colleges and public discussions.

Soft power and its impact on U.S. influence in Latin America

The role of Latin America in U.S. foreign policy has ebbed and flowed for over 100 years. Over the last 15 years, the relationship between the United States and Latin America has seen a precipitous drop in both cooperation and cordiality. The amicable relationships that the United States once enjoyed with Brazil and Venezuela specifically have become acrimonious. With the United States' increased interest in completing a Free Trade Area of the Americas agreement by January, relations with Brazil are vital. The United States' continued dependence on imported petroleum from Venezuela, and America's concern over Venezuela's growing relationship with Cuba, make this country also important to U. S. foreign policy. This thesis focuses on the United States' ability to use its cultural influence (soft power) to positively effect U.S. relations with Brazil and Venezuela. By analyzing past and present effects of U.S. cultural influence in these two countries, the U.S. can better understand and appreciate the influence it wields as the world's only remaining super power. This thesis finds that, despite historic evidence, the U.S. has had and continues to have a propensity to use soft power influence tactically, diminishing the effectiveness of its innate power and influence as being the global leader in military, economic. cultural, and technological matters. Conversely, the U.S. attempts to use its hard power (military and economic) strategically, thereby only breeding anti-Americanism globally.

Inter-American beginnings of cultural diplomacy, 1936-1948

J Manuel Espinosa was a senior officer of the State Department’s Division of Cultural Relations since 1944, and wrote this book primarily from sources in the State Department archive, and from personal recollections. The book deals with the period before, during and immediately after the Second World War, when the US launched a campaign of cultural exchange with Latin America in order to boost solidarity within the American continent. The impulse was in a large part derived from the Axis threat and out of growing fears of the Axis’ political, social and economic influence into Latin America. Through the Bureau of Educational and Cultural Affairs, a programme of exchange between students, artists, musicians, intellectuals, educators and businessmen was coordinated between the US and Latin America, which, in the authour’s opinion, influenced the continent favourably towards the US. However, Espinosa demonstrates the fear in the State Department of engaging in propaganda, quoting many officials who express the desire for the US programme to be clearly cultural and not ‘political’ like that carried out by the Axis powers.

Culture and International History

This volume, edited by Frank Schumacher and ICD Advisory Board member, Jessica Gienow-Hecht, contains essays from 18 international scholars, discussing the role of culture within diplomatic relations and foreign policy, from the early modern period to the present. Dr. Gienow-Hecht makes it clear in the introduction that the meaning of culture in the volume has been expanded ‘to include social affinities, comparative analysis, cultural conceptions, psychological influences, local traditions and unspoken assumptions.’ Among the essays in the book, Wolfram Kaiser contributes an analysis of the role of nineteenth century world exhibitions in London, Paris, Vienna and Philadelphia, showing how they were used by governments to communicate images and messages to foreign and domestic audiences. In the chapter titled ‘Manliness and Realism,’ Rabian Hilfrich discusses how American notions of masculinity were influential in the US foreign policy during the Vietnam War and the annexation of the Philippines.

The English Experience in France C. 1450-1558: War, Diplomacy, and Cultural Exchange

This collection of essays is the result of a conference held at the Public Records Office in London and covers the English experience in France from the loss of Lancastrian Normandy to the loss of Calais, the last English foothold on the continent. The book provides an interesting analysis of the role of cultural exchange in late medieval history and in a context punctuated by military conflict. The collection of essays shows how the shared culture of the renaissance and chivalry bound the ruling classes of both nations closely, and analyses the role that individuals and personal associations played. David Potter’s essay in the volume, for example, examines the friendship networks of the Lisles among Francophone families of Picardy and Artois. The essay by Charles Giry-Deloison investigates the wide-ranging French reaction to the marriage of Henry VIII’s sister Mary to Louis XII, as commemorated in manuscripts, satirical plays and news pamplets, and which demonstrated underlying tensions in the French and English cultural relationship.

Managing Cultural Difference

This textbook has, over several reprints, established itself as one of the definitive guides to doing business with different cultures. The book focuses on the development of cross-cultural communication skills and has sections on managing transitions and relocations, managing diversity in the global workforce, and ethical relativism. One section of the book identifies certain common characteristics that vary from culture to culture, including appearance, food, sense of self, beliefs and time of consciousness. These cultural variables are then applied to different countries, providing details on cultural sensitivities within these countries while avoiding prejudices or assumptions about different cultures. As a management textbook, it highlights the importance of cultural awareness in the international market to successful business.

Missionaries of the Book: The American Library Profession and the Origins of United States Cultural Diplomacy

From 1938 to 1949, the United States entered into one of their first projects in the field of cultural relations with the active proliferation abroad of American reading materials by the American Library Association. Basing his study on the primary records in the archives of the ALA, Gary Kraske’s book focuses on the efforts of the ALA in Latin America, China, Europe and the British Commonwealth in this period, describing the export of books around the world and the ALA’s assistance to library education in other lands. The ALA was a wholly private organisation funded by the US Government and Rockefeller Foundation, thus avoiding charges of cultural imperialism. However, the libraries often became closely association with the activities of the embassies abroad. The Benjamin Franklin Library in Mexico City, founded in 1942, became closely aligned with the cultural and political programmes of the embassy there, and by 1944, the State Department had assumed veto power over hiring of library directors. Similarly, Kraske identifies a tension between the professional principles of intellectual freedom and modern library service held by the ALA staff and the views of government officials who wanted the libraries to serve more direct ideological goals. He argues that the ALA’s professional principles were compromised by the propagandising tendencies of the US Government.

Soft Power: The Means To Success In World Politics

‘More than four centuries ago, Niccolo Machiavelli advised princes in Italy that it was more important to be feared than to be loved. But in today’s world, it is best to be both.’ So begins Joseph Nye’s analysis of US Soft Power in the 21st century and the mix of hard power and soft power that is critical to successful foreign policy. Since Nye coined the term ‘soft power’ in the late 1980s, it has been used extensively by politicians and analysts in discussions on foreign policy. It is defined by the ‘ability to get what you want through attraction rather than coercion,’ through the appeal of a country’s culture, political ideals and policies rather than through her military and economic might. In Nye’s initial analyses of the concept, around twenty years ago, he argued that the US soft power led the world and that she ‘was not only the strongest country in military and economic power, but also in a third dimension of power.’ However, in this edition, Nye warns that the US has squandered this advantage. Written when military hard power was forming the core of the Bush administration’s national security strategy in response to 9/11, and in the light of rising anti-Americanism around the globe, Nye argues that the US cannot continue to fight unilaterally and must restore her moral leadership. Nye, a former assistant secretary of defense in the Clinton administration, also identifies budget cuts by the Clinton administration and Congress for cultural diplomacy and cultural exchange in the 1990s as responsible for declining American power. He urges its restoration: ‘The United States used its soft power to win the Cold War. We can do it again to help in the war on terrorism.’

Osgood’s book analyses the way in which the Eisenhower administration engaged in the Cold War ideological struggle with the Soviet Union in order to defend the US from the perceived threat of Marxist-Leninist ideology. In 1953, Allen Dulles, the then director of the CIA, publicly called for a ‘new Magna Carta’ to define an intellectual alternative to Communism in order to counter Soviet claims that American democracy amounted to nothing more than the accumulation of material goods. This struggle was carried out by a range of information exchange programmes. The ‘Atoms for Peace’ exhibits were sent throughout the world in order to promote the ‘friendly uses’ of the atom, and proved to be very popular, especially in Eastern Europe, while people-to-people cultural exchange programmes used trade fairs, dance, music, movies and athletic events to ‘sell’ the advantages of the US to international audiences. Osgood notes that the programme carried out by the USIA often generated resentment, especially from third world countries, as it often consisted of what he characterises as a ‘form of secret empire building that used covert forms of coercion and manipulation to draw countries into the American orbit.’ However, he also argues that Eisenhower believed that ‘audiences would be more receptive to the American message if they were kept from identifying it as propaganda,’ and therefore attempted to ‘camoflague’ the propaganda by encouraging the USIA to work closely with private sector groups such as media organisations and local NGOs.
