Ambassador Ilgvars Kļava was born on 19 May 1964 in Jaunpiebalga, Latvia.

His education at the Department of History and Philosophy University of Latvia was from 1982 - 1989. He completed his Post graduate studies in the Department of History at Moscow State University in 1991. He speaks English, Russian and German.

From 2008 to present he serves as the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Federative Republic of Germany.

From 2004 to 2008 he worked at the Ministry of Foreign Affairs, Republic of Latvia as Second Political Directorate (Security Policy and International Organisations) Under-Secretary of State.

 In 2004 until 2007 he worked as Political Director for the Ministry of Foreign Affairs, Republic of Latvia.

He has received three awards in his career, the Certificate of Recognition, Cabinet of Ministers in 2007, Grand Officer of the Order of Viesturs (2nd class) in 2004, Certificate of Recognition, Ministry of Foreign Affairs.
